I uninstalled it, discovered KB 2693643 beneath the Installed Upgrades, and re-installed that the tools. This time the attributes showed up along with the tools were functional under the MMC console.

When the computer reboots the RSAT software need to be installed. At one stage you had to enter Characteristics and Programs and include the attribute but it appears that that is currently done. You are able to confirm the attributes are inserted with step 3.
